Answer:
The Gross State Domestic Product (GSDP) of Uttar Pradesh grew at a CAGR of around 8.43% between 2015-16 and 2020-21 to reach Rs. 17.06 trillion (US$ 234.96 billion).
The economy of Uttar Pradesh is mainly contributed by the tertiary sector, followed by the primary and secondary sectors. Uttar Pradesh has the largest number of micro, small and medium enterprises in India. There are many special business groups at the local level in the state such as sports goods in Meerut, brass goods in Moradabad, perfume in Kannauj, leather in Kanpur, footwear in Agra, embroidered sarees in Varanasi, carpets in Bhadohi, etc.
Various initiatives have been taken recently to further the process of industrial development in the state. The industrial sector has developed rapidly after liberalization in the state. It had a power generation capacity of 25,130.02 MW (including 6.218.20 MW under state utilities) by 2019 to boost industrialization in Uttar Pradesh in the energy sector.
Efforts made by the government -
· The Budget for 2022 proposes to implement PM Gati Shakti National Masterplan for fast-track project planning and 'Atal Industrial Infrastructure Mission' for development of high-quality industrial infrastructure facilities for potential business partners.
· Under the infrastructure and industrial development, multi-modal connectivity projects, optical fiber cable network, Purvanchal Expressway, Bundelkhand Expressway Defense Corridor, Ganga Expressway Project, Gorakhpur Link Expressway are being constructed.
· 21 notified, 13 operational SEZs in Uttar Pradesh by October 2020 to have strong industrial infrastructure. and 24 formally approved SEZs.
· With the transparent implementation of more than 20 sector-specific investment-oriented policies along with the new Industrial Investment and Employment Promotion Policy (2017), the state government is promoting investment and 'Make in UP' for employment generation.
· A land bank of 20,000 acres has been prepared in Uttar Pradesh for new investors. In addition, the state government is planning a comprehensive land bank policy, which covers land leasing, land pooling, rapid acquisition along the expressway, sub-leasing of additional land, etc.

At present, 20 percent of the world's total data is generated in India, while its storage capacity in the country is only 02 percent, due to which most of the country's data is stored outside the country. In view of the rapidly increasing data traffic and usage, the demand for data protection is increasing continuously in the country in terms of its privacy. The introduction of the Data Protection Bill in the Parliament in December 2019 by the Government of India underscores the importance of keeping the country's data in the country. On 25 January 2021, the Uttar Pradesh Cabinet approved the Uttar Pradesh Data Center Policy, 2021.
UP Data Center Policy-2021 -
· Under this policy, Uttar Pradesh is to be established as the preferred investment destination for the data center industry.
· The main objective of this policy is to build a world class data center ecosystem in the state by attracting investments from global as well as Indian investors and nurture MSMEs/Startups to support the localization of data center industry.
· The main goal of this policy -
o To develop 250 MW data center industry in the state
o Attracting investment of Rs 20,000 crore in the state
o The target is to set up at least 3 state-of-the-art private data center parks and 10 data center units.
· Under the policy, data center parks and units will be exempted from stamp duty on capital subsidy, interest subvention, purchase/lease of land.
· On purchase/lease of land from state agencies, 25 percent land subsidy will be provided in Madhyanchal and Paschimchal areas and 50 percent in Bundelkhand and Purvanchal areas at the prevailing sector rates of land.
· Additional incentives have been provided for setting up data center parks and units in Bundelkhand and Purvanchal.
· Apart from financial incentives related to electricity to parks and units, various non-financial incentives will also be given.
· For effective implementation, a nodal agency will be designated under the Department of Information Technology and Electronics, Government of Uttar Pradesh.
· The nodal agency will be responsible for creating a conducive policy environment for the sustainable development of the data center ecosystem in the state.
· Nivesh Mitra Portal will be used to act as a single window for timely approval of investors.
· The marketing and branding strategy will be prepared by the Project Management Unit (PMU).
· Projects worth more than Rs 200 crore will be approved by the State Cabinet on the recommendation of the Empowered Committee.
As per the current estimates, India's 375 MW data center capacity is growing rapidly and by the end of 2025 more than 750 MW capacity is expected to be added. This capacity addition would require greenfield investment equivalent to US$4.9 billion to fuel the sector's future growth. Recently the state of Uttar Pradesh has announced setting up of four data center parks with an investment of more than Rs.15,950 crores.
